This memorial commemorates 4,609 soldiers, sailors, marines, coast guardsmen, merchant marines and airmen who died in the western waters of the Atlantic Ocean during the Second World War and have no grave but the sea. Their names are written on the granite panels.

The axis of the memorial is oriented on the Statue of Liberty.
